Motion Blur Question

Hi there,
I would like create a car scene with a camera attached to the car - so the cam moves with car which is animated - and would like to have motion blur within the environment but not on the car. I made a sample scene but I can't get it to work properly as the car - in this case a cube - won't accept the motion blur disabled option.
I attached scene file as well, any help would be appreciated.
