MotionBlur duration must be over 1 for particles?

Hi Does anyone know why mb duration must be over 1 to work.
First picture has mb duration 0.9 nothing
the other 1 and it works but too much
is it a bug?
Also not sure why some mb lines are longer since all particles travel with the same speed and the go sideways
