What causes the render to ignore the animation and just render the same frame over and over again?

You need to add octane object tags to the moving objects.
You can learn this in the usermanual as well as in the Help/Tutorial section in this forum http://render.otoy.com/forum/viewforum.php?f=87.

nevermind. I had put two animated objects under a connect object. adding an object tag to the connect object did not work, which makes sense.
