All current 2.x users will get the alpha version, which (if I recall correctly) should be out around June.
As Paul already said, the release of the full version has not yet been announced.

I so badly want to play with this in Unity3D! I have start making a great oculus demo but the new enlighten in unity 5 is not giving me the result I want. When there is a alpha version for octane 3 I will not leave my room for many hours/days

Since there is still no official release, I'm certain that we're sure going to get some sort of announcement - either a delay or a release.

Otoy announced this back at GTC 2015, since they know that customers were listening back then, I'm sure they won't leave us hanging like this for much longer.
Just sit tight and enjoy the (in my case) hot summer
