HDRI and black body emission at same time

I have asked this question before when i had version 1.5. Have now upgraded to 2.15 and it seems same problem is there.
In viewport render i can use environment texture lighting and black body emission at the same time. But when doing final render the black body emission is not rendered only the HDRI texture emission. Is this a bug or am i doing something wrong?
