how to make motion blur on an octane light ?

lights are not registered on mblur. Use a mesh with emissive material.

this is what I have done , thanks , by the way is there any way to find IES files for car headlights ?

you can follow same method as in arealights for ies. Check the ies preset button what does. And you should put a objecttag to your headlight, because ies files use sphere projection. This requires a tranform node in octane core.

That looks like a great headlight IES to me. Upload it if you feel like! I have had trouble finding a good one myself.
