Newer cards - Memory speed during render

I noticed in the GTX 980/970 thread that the 980 runs memory at 6 GHz despite its 7 GHz rating. My Titan Z also does this. Memory speed during a render is 6 GHz, but in all other applications it does the rated 7 GHz when needed. Overclocking/underclocking the memory has no effect on the render memory speed. I've tried several versions of Octane, including 2.13 beta, with the same result. My older cards run at the set memory speed during render. Is there an issue with the newer cards?

Yeah, noticed the same thing with my Titan Black. 6000MHz while rendering. Weirdly enough my GTX 780 and 780ti is rendering with full speed on memory (or my set memory overclocks)
