Emission not working on some objects

OK. I feel like i've tried everything and i'm ripping my hair out. I feel like i'm missing something obvious.
I have a high poly scene (26 million poly's. It's a car scene made with an actual CAD model.)
I have to make the "mood lighting" inside. So far i have no issues until attempting this.
Some of the mood lighting works with an emission texture i created. Other objects do not work at all. They show up as lit in the live renderer, but in the Picture viewer render they emit no light and show up as typical gray colorless objects. They are all using the same emission material. (which is a texture emission using RGB values).
Things I have tried:
- making a new emission texture
- making sure normals are pointing the correct way
- making a new object and putting the material on that
Nothing seems to work. Yet in the Live render they work fine (which doesn't help me)
Am i missing something obvious? Did i hit some mysterious emission limit that im not aware of?
