Octane render 1.18 for 3ds max 2014
all the noise

Try to increase the caustic blur parameter a bit. The combination of very smooth surfaces and small emitters is not a strong point of Octane.
And if you post a render showing a problem with noise, always switch off hotpixel removal (set it to 1.0), and make sure zoom is at 100%, this makes it much easier to see what's going on.

caustic blur no such function
the same direct engine ambient occlusion

Then you may have another problem. Can you post an image without zoom and without hotpixel removal?

There's too much of lights & too much of unnecessary reflections - surfaces are unreal to say at least - You can't avoid noise or ff here making unbiased engine running in circles. Optimisation is a key if You want to avoid these. On the other side, there's no need for 32k at all - render 2x or even 4x resolution and downscale removing noise in post - much more time effective than leaving software to deal with scene like this.
P.S. Scene is a headache - I couldn't even start to render.. - seems like someOne exported it from diff software and try to render it out as is - optimisation is badly needed..

ditto. too many reflections. The engine doesn't stand a chance.
