of the full version, and license holders?

If I understand your question correctly....
No there is a forum for licensed customers which you gain access to when you purchase Octane.
Most of the community activity is there with subforums for beta releases, plugins, discussions, other languages etc.
The public forum only deals with the demo and general questions.
If you have some technical questions prior to purchase feel free to ask though and no doubt someone will do their best to reply.
