Its fairly simple to setup this kind of scene.
Make a bridge, add a car,shade all. stick a camera angle in, add a sun, wait and save the image out.

LOL that's the understatment of the month (no disrespect mate)
See, there is this joke, how to make an skyscraper model: easy, study 6 years of architecture, another 5 on estructural enginering, invest several millions on an empty lot, start from scrap a construction co., hire several hundreds of cheap labor, wait 5 years to completion, there you go your own skyscrapper model scale 1:1, easy......

trust me its easy.
Modeling excluded.
You got a subject, a camera and some environment. But if you picked up 3D yesterday and have no idea what composition is, might be a problem. the shaders are so easy to do anyone can do them, especially in octane. Pick a sun direction and there you go
This aint rocket science :O and deffinatly not something that require you to study architecture nor engineering. Back on track please
Lets see if Melody can bring it somewhere nice.

Octane is very very very friendly just need to take some time with it . Like all other software.
and its lit by hdri

See, GK, what I meant was, that you might think it's pretty easy to setup a scene like this, I do too, but the thing is how many years have you been playing around with 3d, I'm sure quite a few, so a scene like this, considering model is a given, is fairly simple to setup, cause you do have quite a background to rely on, but I guess for whomever that asked how it was done is not so clear, therefore your anwser was quite an understatement, that's all.
