I got trouble installing on windows. I am following your guidelines, but I must admit I am not used to changing environment variables and paths. I got the shelf showing up but clicking any of the items gives me error messages.
You mention in the install guide that you can install in the $HOME dir... can you elaborate on that?

If you can load the shelf but you get error messages, this means that Houdini can't load the Octane plugin. Usually this is a problem in the PATH variable, as you say, or other problem with Octane, like an outdated NVidia driver.
Can you post your houdini.env file to know if there is a problem in the PATH variable?
As you say, I think that you can put all the plugin folders in your Houdini $HOME folder, that usually for H14 is in your user Documents/houidini14.0 folder (the same folder where the houdini.env file is stored).

The " in the manual is wrong. It works now.
Now, I also have an other 3rd party render render installed and it also needs .env settings changed. How can I have both running at the same time so I don't have to # one of them each time I start Houdini?

Yes, true sorry. The wordpress plataform used to write the docs changes the quote symbol
You can put more paths in the houdini.env file to support multiple render plugins, for example:
PATH = "C:/path/to/other_render/bin;C:/path/to/Octane_H14/bin;$PATH"
HOUDINI_PATH = "C:/path/to/other_render;C:/path/to/Octane_H14;&"

The problem is the wrong quote characters ... I think that I am going to replace the text in the manual with an image, because the Wordpress plataform is changing them and I can't fix it
Copy/Paste this:
PATH = "C:/Octane/bin;$PATH"
HOUDINI_PATH = "C:/Octane;&"
