you used to have a real vertex mb for phoenix now you use particle mb that is not accurate. Not sure why it got changed.

The previous samples with both liquid and particle motion blur still works fine:

In you sample scene, I noted that, in the Phoenix liquid object, Rendering panel, we can reduce the Motion Blur 'Multiplier' from 1.0 to 0.3, to fix the liquid going outside the container..

Could you send me the scene with the emitters, so I can re-create the simulation ?

Thank you for your scene.
I could get motion blur by setting 100 instead of 1.0 in Render settings / Support / PhoenixFD / General Particle Velocity scale.

There is an update missing when changing this value while Octane viewport is rendering, so you'll need to click the Rebuild Scene button..
I'll try to fix this in the next release.

I see that you use the noise texture as a bump map.
The default value of the Bump height is very small (0.001)
Try increasing this value, to 0.5, or more. (Maybe much more, depending on your scene scale and unit settings..)

You can also try to apply your noise texture directly as a diffuse texture to another object, to check how it appears.
