sorry for the delay to reply, I did some testing, using phoenix FD multipass motion blur seems to work, but with .abc I think you're right.
I'll talk to developers why octane should read velocity info, I saw it done in a C4D forum screenshot.
I think a modifier similar to OctaneVolume or OctaneParticle is needed.

Hi thanks for reply paride.
For what i see, alembic from houdini wiht velocity:

Scene evaluation is taking hours (75% of tests) and then max crash

or

3dsmax crash directly (20% of tests)

or

motion blur sometimes seems to work but values are crazy (at 0.25 the motion blur is like i was on value like 10, at 0.24 no motion blur at all) (5% of tests)

Phoenix is cool but abc is "universal" translator, can't afford to buy a plugin just to have motion blur ...

could you kindly share your .max scene with houdini .abc (in pm if you want) to test your issue and velocity.

Hello

abc file is 50Go/500frames, i ll reexporte less frame next week for sharing

This file with motion blur doesn't work the way it should for me, but it doesn't crash max (seems that abc size does matter, a similar 40Go abc files often crash when enabling motion blur).

My config:

Bi Xeon X5680
48Go Ram
3*GTX 1080
windows 7 64bits
3dsmax 2018 / octane 4.41 / houdini fx 16

It's a wetransfer file, it won't be available long.
