I have the same problem.

C4D R17.048 / Win7x64 / Plugin Test 5.2 and 6

Octane renders only the first frame, then shows "RenderComplete" and counts something, but doesn't jump to the next frame.

Please find a very, very simple scene attached.

I think I found the reason: The Time Limit setting is being ignored.

It counts the time but goes on until it reaches the Max samples set.

In my scene the Time Limit is set to 30 seconds. If you set the Max. Samples to something that renders for e.g. 40 seconds Cinema will render 30 seconds, then show the "RenderComplete" message but go on for another 10 seconds until it reaches the max. samples..
Then the rendering jumps to the next frame.

I figured out the answer to this issue!

You need to change method (Under Octane Renderer Main menu) from "Resend only updated" objects to "Send all scene data"

Worked for me anyway!

Please share this solution if it works for you, as it was driving me mad!!

Not a solution, it's a really bad idea. I bet you have some C4D materials or shaders on your scene. Is it possible to send your scene?

i think it's a bug or limitation of renderer. When lot of objects are on tightly overlapped as your scene, it's crashing.
