it's real world size and big enough. As you can see here i have big box for fog in front of camera. It has some height about 20-30 meters. Also medium parameters are tricky. You should use "low scale" value and try different scatterring and absorbtion colors. Also phase is effective on visibility of medium.

Ok, starting to make some progress. One piece of feedback i've been getting is that the reflection of the moon on the water is really wide for its shape. I'm currently using a daylight rig with "night" colors, and then I put a luminant sphere with a moon texture over that. What would be a better way to get a thinner reflection on the water? This is a really large scene, so I'm not sure if there is a light I could use or if I should make it out of a large, thin luminant object.
Ahmet, will volumetrics be improved in the future? Its seems to be such a difficult thing to work with in Octane at the moment. I feel like there should be a "cheater" option to just add haze, kind of how C4D allows you to do. The SSS technique is very heavy for something that for the most part is just to fade out the image at the horizon.
Here's where I'm at so far:

Reducing the displacement on the water (the height of the waves ) and making it calmer would result in a thinner reflection of the moon.

Ok, i've figured out the haze a little. Now i'm just trying to render out a movie of this to see how things are working. Right now, i'm noticing my star texture and the reflection of my water is flickering a lot and I'm not sure where that's coming from. I'm using Pathtracing. Here are my settings:
Here's a low-quality render:

Wouldn't it just be easier to do this in After Effects?

Didn't they introduce 3D fog in After Effects just recently? Maybe easier there.
Yes fog in Octane could need some Improvement
