A very slight bump on the water material
with a marble texture would do the trick.

the displaced mesh is for the window ledge

Stupid Q .. how does one make water puddles? You just intersect a plane of water with the curved cobble street?

As I said before, trees never grow directly through cobblestones. They need a hole with soil around the trunk base. They also are never so close from the street : same reason as for the street lights : they are an obstacle to high vehicles. In such narrow streets with narrow sidewarlks, there are rarely trees.
If you want to add trees in a street with narrow sidewalks, you have to create some special places for them.
As an example, look at this London scene, I made some time ago :

Ok so I migrated everything, especially the shader to the 2.0. From 2.1gb to 1.4gb, thanks to the displacement.
Next step add details.

I really like this scene Synce. I agree with some other comments on the attention to detail for the environment though. Only comment on the car is that the headlight glass seems to be too dark somehow.
