I have a label I'm rendering that has a white paper base, then some black type and grey type, some copper foil type, and then a logo that is a clear varnish on top.

I have created a composite material with image masks and glossy and metallic sub materials to define the different inks and foil, all works fine, but I can't seem to get the varnish to look right. Even if I use a specular sub material it renders opaque.

What would be the best approach?

You're talking about a fairly complex shader. It's very difficult to give any meaningful reply without an example of the problem, preferably a simplified scene file, or at least a screenshot of your shader tree and the resulting render.
