I use octane render but Image resolution is low,(The image quality is blocky).
I don't know why....

Please take a look and advice how I improve that.

Hi,
I have already answered you via suppoer ticket.
For night shots with 3.07, you need much more sampling, and Adaptive sampling enabled.
In v4, with AI Lights, and AI Denoiser, it is possible to have a clean render after few samplings.
