My pattern (256x256px normal map from Google) did not show up until my roughness was at least 0.4, even with the Anisotropy slider set to 1. I also had to use an Image Texture node connected to Rotation and then add a Transform node to that and set my S.X and S.Y to 0.04 to get it to size right.
mmm. interesting, I've placed the same parameters and map on my material and.. don't work. Note that I've modify an old material made with old Octane version. If I redo the material starting from zero it work.
Is possible that old materials cannot converted with the new features?
