Hair gradient interpolation type just affects to how the W texture is mapped to hair strides. However, I am not too sure what you mean by making it work both. You could potentially use a mix texture with a noise as one of the inputs, and a gradient on the one. While the gradient is affected by the setting you select, the mapping of the other input remains unaffected.
