I'm not sure, I guess it depends.
If it's for an artistic competition i don't see an issue with it.
If it's for a competing software's competition i don't think it's a good idea.

Well, winning an (random renderer name) render competion with an image done in Octane, (besides being kind of rude) it would be some laughs.... totally inappropriated, but.... it's like ordering a BigMac in a Burguer King...
I thought after reading the question of a modeler app contest or general 3d contest, never thought of the other option
