We all know per_pixcel will shoot camera_rays when rendering, but if 2 camera rays are emitted from the same pixel, are they completely parallel to each other, or are there some small random Angle deviations between them?

It depends on the aperture size. Aperture of 0 (pinhole camera) would be when all the samples emitted from the same point are going in the same direction. Otherwise you get depth of field. But it's not randomly going in different directions, it's based on the lens model and the focal plane. Also note the filter size value on the kernel.
