so I think this is a kernal issue, I"m on 3.08 test 4, maybe this has been fixed,
But bump maps are inversed on one axis.
this is just a simple grey scale image, I've tried inverting it, which is what you see in this image, but either way it's off left to right, or up and down(without inversion)
here is using that same image to do displacement.
so to test, just do a single grid, with a very directional light, and test bump vs. displacement. I even did actual displacement and displaced the geo, and it matched the render displaced version,
