You have Texture Environment in the Sky texture slot.
It is my understanding for daylight + HDR use RGB Image only in the Sky texture slot (not sure if it was intended this way as the texture environment has the advantage of importance sampling )
Texture Environment is still used for the Environment map slot if HDR only.
