If you look at an octane image node (not the texture map) you will see a setting called 'Use Texture Map Settings'. When this checkbox is enabled then the settings from the attached texture map are used instead of the Octane ones. If you want to use the Octane transforms then you need to disable this checkbox.
The following Octane settings are ignored when 'Use Texture Map Settings' is enabled:
Border Mode
Invert
UV Transform
Projection
