This option does not exist anymore. The "3D" scattering textures were actually just a side effect of how the scattering used to work, but in fact was not an intentional feature (as far as I know). It actually didn't work properly. As far as i recall if you moved the camera around you would notice that the "3D" scattering only applied to the surfaces you were directly looking through. I don't know the technical details, but this change was intentional, I think it was part of the changes made to SSS to make "god rays" possible with scattering mediums.
