MAYA_PLUG_IN_PATH and MAYA_RENDER_DESC_PATH may be used for OctanePlugin.mll and octaneRenderer.xml. So, you may place them to these shared locations.
But octane.dll and octane.dat should be placed into Maya's executable folder to be loaded by Maya, so vray's scheme will not be usable for these two files... You can just copy them to Maya's executable folder from the same batch script from which you set these environment variables before running Maya...
All other nesessary files are created by the plugin itself after loading it into Maya...
