Apply bloom just where it´s more logical (more or less). Steps are:

1. Click Select > Color range.
2. While in the panel, click in more luminous area or where there is more overexposure in the picture (a lamp, the sunlight hitting the floor, you name it). Control the threshold with the fuzziness slider.
3. Create a new layer on top and fill the selection with a solid white.
4. Apply a strong blur.
5. Control the strenght of the blur with the opacity slider.
