Rendering Animation Bug

Hey paul, I found a bug when rendering animations. When rendering animations every few frames the render does not complete the complete samples that I set it at. I will try to adjust the sample bit rate multiple times including to a higher level. But I still get the same effect.
See attachments.
I thought I might be just rendering too fast but setting the sample all the way up to 600 I get the same results every few frames. It seems like every few frames it will render one real quickly not to the full sample that was selected.

Paul,
I've uploaded the frames and a video showing the bug. The first frame is black. And it looks like every even number frame(3,5,7, and 9) doesn't render completely. It looks like as you can see in the bottom left of the video that the sample value doesn't even count up to the render Target of 20. In fact, the sample render stays at 20 from the last frame rendered and doesn't count up as it should.
This is not a big issue for me right now since I export the animation and render it in the stand-alone.

That scene animation renders fine for me - no skipped frames.

Is it possible your system is rendering the frame so quickly that the plugin is incorrectly detected the end of the frame? If you set the Max Samples to 100 does it help?

Are you network rendering? If so, does turning off network rendering fix the problem?

Actually I thought I was rendering too fast at one point as well. But I adjusted the frames up to 500 at one point. Got the same results.
And also no I do not use Network rendering.
I tried resetting my default startup scene to the fault. And having the default figure in the same. And I Get the same results.

My main drive and what I'm saving it to is a m.2 SSD.
