Even though I hate iRay's interface and general UX, DS users are still drawn by the free lure. Will OTOY continue OCDS' development in spite of the threat? :?

Survive, and thrive IMO. I wouldn't bet on iRay in the long run relative to Octane. We do have MDL support on the roadmap, which will be a huge boon for Daz users. And V4.

What exactly is that going to mean for the average user's workflow? Will it enhance compatibility with Iray materials typically sold with DAZ projects?

Yes iRay/Daz is all MDL. Substance and Adobe both use MDL as primary material system.

But we must wait until V4 for MDL support? Is that correct?

We're still mapping out the timeline for the MDL work. Once that is done, we'll be able to finalize when it's going into Octane.

Otoy has been saying this for years. I hope we get a concrete update at some point in 2018.

3.09 seems to just be around the corner with AI-based desnoising functions.
I don't have the facebook link here atm, but when this feature does what first tests suggest it should be doing, then Iray can certainly pack up shop, since it is already much slower atm than Octane.
