Hey Deane,
although I'm about 3 weeks too late with an answer: There is now direct way of closing it, once it has docked to the top of the screen.
The only workaround I know of would be to change your Workspace Layout and revert it back to your original one, that way the window will disappear and you can reload it next time.
To do so follow these steps:
1.) From the Main Menu Bar, select “Window > Workspace > Select Layout...”
2.) Click the Layout Selection button and choose a different one in the menu.
Revert to the one you had afterwards, that should fix the problem. Highly inconvenient, but for to avoid the problem in the future, try making the NGE-tab un-dockable, that way it won't get stuck up there anymore.
