Cant face my lights in the right direction

I am using a flat plane as the emitter in the model
I have used a black b ody emitter
I have set the texture to RGB colour and set blue for an underwater look
Distribution is set to an RGB image and I have loaded an ies file
UV transform is set as standard
Projection is SPHERICAL (should it be UV or linear but these don’t seem to make a difference)
When I use the rotation input I can only rotate in one direction side to side but cant rotate forwards and backwards no matter how I set the XTZ, ZXy etc.
Any ideas would be great.
Also, it would be great to have some standard lights and targets as an option. A spot light, point and directional light with some targets to make them easy to place would save so much time.
