I downloaded the otoy extension / add on but adobe extension manager doesn't allow me to install it, it saiz I need to install the PS version 14. I have the latest PS version. Bug?

The Adobe Extension Manager has been discontinued by Adobe so it won't work for any extensions.

You should install it instead via the Add-ons website here.

I have installed, but plugin only imports some unknown *.ocprj Octane Compositing File.

Is there any way to open multilayered EXR file within Photoshop?

You can just load EXR as you'd do with any other format. You can find all about the Octane Photoshop extension, including how to export and use compositing files in the docs:

I just tried some huge multi.layer EXR from octane standalone in latest Krita 3.2.1 build. Works like a charm out of the box, no CC-subscription necessary.
