Check the benchmark speeds to be sure but on my side one 4090 is 1.9x faster than 3090 so 2*3090 will still be slightly faster than one 4090 BUT it'll use more power (Watt) also so it's a question of efficiency also not just speed.

Just wanted to say that I got to change my 3 x GTX1070's to one RTX4090. It is a beast! Rendering speed went up 450%.

yep, and you have more VRAM, so Win-win if we ignore the outrageous price of 4090 :) ;).

By the way,
I noticed that in Octane options if I put RTX acceleration on it doesn´t make that much difference.
In some scene without RTX acceleration the ms.sec is 16 and with acceleration on it´s 17. Shouldn´t it make bigger difference?

It depends on scene, RTX - RT cores are used just for some task not for everything, try scenes with a lot of instances, those should be faster with RTX....
There is somewhere paper/text what RT cores can be used for in octane, so check for octane 2019/2020 releases Otoy info and see what is getting speed-up by RT cores for more detial...
