Definitely possible
Follow juanjgon's node setup, keeping a couple things in mind-- depending on your scene exposure settings, you may have to increase the power in the emission node until you see the effect. As a point of reference, I try to keep my values near their IRL wattage equivalents (...But I have no idea if this is a proper workflow or not... I've only been using Octane for a couple weeks!)
Also, keep in mind that that to get a noticeable light source effect, your screen will probably start to look blown-out, just like in real life photography. If this isn't desired for aesthetic reasons, you can always render to full hdri and use mattes to bring the exposure back down in post.
