Could you please tell me, how to export blender hairs to octane standalone?
Is it possible?

Yes, no problem. I just export a ORBX file out of Blender and then load it in stand alone. Works great, here is an example where I was testing Octane 4 denoising:

In the Blender plugin it renders in about 3 min. to 500 s/px, with Octane 4 denoising I went to 50 s/px and it rendered in 19 secs.
