Hi,
What is the difference between saving materials (or is it called shaders?) in C4Ds Content Browser and Octanes LiveDB? Can it save different levels of complexity, or is it just that LiveDB can share between programs standalone and so on...

LiveDB is saving the material from export Octane material structure. But Content browser and also preferably new asset manager is keeping the material in C4D's internal structures. This is better to keep everything is perfectly same when you import back.
