Here you can see how to setup motion blur.

Note:
In Octane, the lowest value for max samples is 8.
This multiplied by the number of passes will be the minimum possible setting for an image.
Also if you want to render 64 passes, the image will have at minimum 512 max sampels.
If your value is lower, the plugin will use this calculated minimum samples.
The plugin will also try to come in the range of your max samples value.

As example:
If you have a value of 820 max samples, the plugin will divide this by the number of passes.
For passes = 24, you will become 820 / 24 = 34.1 samples per pass, which is rounded up to 35.
You will also get 35 x 24 = 840 samples for the whole image.

Not realy. You must only add the time per subframe, which is needed to check/update the scene.
On a simple scene with an animated cube, there is no difference because only the kinematics are updated.
More changes need more time. If you have also a skeleton, the mesh must updated for each subframe.
