Thanks for giving Kai the time and space to do what is right for the new Maya plug-in. Speaking on behalf of the whole team, we very much appreciate the support and understanding all of you have shown him as he has taken on this undertaking . And yes, we absolutely should have communicated this transition better to the community. I apologize to all of you for that. It is ultimately my responsibility for overseeing this kind of messaging to customers.

As for the core engine, key features of 3.x are deliberately spaced out between 3.0 and 3.1 (OSL being the main one). OSL will change and touch so many parts of Octane that it makes sense to get 3.0.4 rock solid before adding this feature and the parts that are built on top of it.

Some of you might recall that it wasn't until 2.25 that we got through all the announced 2.x features on the roadmap (out of core textures, multi-UV came at the tail of 2.2.x). With the new module system, we will be able to extend Octane 3.1 for a while to come long after the last stable release is out.
