Underwater and above water at the same time

Hi Does anyone know how to achieve underwater effect. I applied volume medium to water but it still looks like air.

Also we will have camera going in and out of water similar to this Finding Dory movie https://youtu.be/0tkLUap7oGQ?t=34s so we have to have air/water effect

Hi coilbook,
you could try using OctaneDaylight with medium scattering.
adjusting Density, adding a little scattering and adjusting Absorption color as you like.
