Ok.. after some trial and error.. I finally figured it out..
Rendering > background > environment map > select an environment map > find the OctaneRender rollout > select Texture Environment > Check Use Map
Now go to your Material Editor (make sure you convert all of your materials in render setup first) > Drag your Environment Map button ( from the Environment and Effects options ex: Map #1 (Texture Environment) ) and drop it over one of the default materials in your material editor panel
In the Material Editor > under Parameters > you will see texture right above power and a drop down menu with default color selected > Now click the drop down box and select Texture > Now you should be able to set a Map > Click on the "No Map" button > Your Material/Map browser will pop out, Select RGB Image > and under Parameters select a standard texture map (hdr file).
