I have a scene that gets stuck on the first sample and never continues, it just keeps re-sampling the scene and is stuck at one. I am using the PMC Kernel and have it set to 10,000 samples. Any idea why I would be stuck at one?

Hard to tell without testing your scene.

Did you tried Path Tracing Kernel just to be sure it's PMC only ?
