It seems, like E5 2609 v3 is too slow CPU for this algo.
I've tested octane on more stable mobo with celeron CPU(Dual-core), and as you can see, graphs became even worse. But, it doesn't matter on PT algo, as it still more than 3 times faster than PC1.

Conclusion:
Octane needs fast CPU for PMC algos. That's...pretty much it. Considering purchasing i7-6800k

Thanks for that information.
I just test with my 3930K :
- on PT : CPU about 15% load during rendering
- on PMC : CPU about 75% load during rendering.
I7-3930K 64Go RAM Win8.1pro , main 3 titans + 780Ti
Xeon 2696V3 64Go RAM Win8.1/win10/win7, 2x 1080Ti + 3x 980Ti + 2x Titan Black
