Network Render without Internet

The internet where I live is terrible, we're talking unloads speeds in the stone age. I'll setup a network render with the slave and the master (both running windows 10) setup but when I start the render the slave sits idle and nothing happens. I'm wondering if it's possible to setup a local network via an Ethernet switch and get the computers to talk that way? This is the only way I can keep my second octane license I got specifically to network render with from burning a $400 hole in my wallet.

Any help would be fantastic.
