I would try checking:
1) The sample rates of the emitters (make sure the street lights sampling rate is no a lot lower than other emitters in the scene, like the headlights).
2) Are you using Direct lighting? If so try Path tracing of PMC.
3) Take a look at the emitters and make sure they are not behind glass (this can just add additional complexity if the glass is not really needed).
4) Start removing things from the scene to find out if there is something in particular that is causing it.
5) Make sure octane is not stopping early because of a low max samples per pixel setting.

For some reason the night driving scene with a lot of street lights is just the worst. I was just working on a project with almost the exact same scene. The scene ended up getting cut from the project partially because of the ridiculous render times. I remember it helped a lot to adjust the sample rates in the headlights and use IES lights for the street lamps.

The new GI Clamp should be perfect for this sort of stuff. Also a Hotpixel Removal value of around 0.7 or 0.8 should snuff those out pretty quick
