Enabling and disabling side panels in 3d view make interactive render to restart. They also scale 3d view down or up.
On OSX Octane Blender builds panels slide over render view and don't restart rendering.

G. Host application version, including build number if available (i.e. 3ds Max 2016 Build 18.0)

It seems to be working well on my end(Windows).
I scaled both of the side panels shown in the figure and cannot see the issue.
Change the size of 3d view should restart the rendering as the resolution is changed in this situation.
