I was wondering if live SOP level changes can happen with Octane. Like what redshift or renderman can do.

Not yet, but this is a planned feature once we have the Qt5 based IPR window later this year.

Qt5 is the library used to build the Houdini GUI. That means that once done, the IPR window will work like another Houdini window, including the same GUI, docking in the Houdini panes, etc.
